Why it matters

The title is the only thing most people read before deciding to click. Cut mid-sentence, the page already looks careless in the search result.

The description does not affect your ranking, but it decides how many click a ranking you already have. Leave it empty and Google writes one for you, usually the first sentence on the page, which was rarely written to sell.

The limits here are in characters, but Google actually cuts on width. A title with many wide letters is cut slightly earlier. Counting characters is close enough to be useful.
